Why We Do not Keep up with Advanced Countries?

Basing on the examples of real sector, financial system and social sphere the author compares the experience of leading countries and Russia. It is shown that Russia badly consider the best foreign experience on key issues of socio-economic development, but largely ineffective pave their way, leading to a deadlock. The same way we do with our own best practices. In addition, we are not learning from the failures of our economy in crisis years. The conclusion is obvious — it is necessary to keep up with the best foreign and domestic experience.

Agrarian Reform by Peter Stolypin

The article is devoted to analyzing the essence of Stolypin’s agrarian reforms. The author takes it in comparison with outcome of the peasant reform of 1861 and evaluates it as its logical extension. Commending the Stolypin’s reform in general, he believes that in case of its full completion it would lead to a real solution of the agrarian and in particular the land question in Russia and ensure the successful development of domestic agricultural production.

That entails principally new mentality of society, encouraging much higher social energy.

Reform Of The Russian Railways: an Unfinished Drama

Describes preliminary results of the three phases of structural reform of the Russian railways and the present problems on Russian railways. The author show that reforms had been implemented in some segments of the industry, for example, in the operating cars segment has been tariff liberalization, private property, which is the growth of investment in the acquisition of fleet, increasing volumes of traffic. In other segments (infrastructure and locomotive department) remain State property and as a consequence the stagnation and shortage.

The Development of Self-regulation of Business in Russia: Results and Recommendations

The article is devoted to the development of the self-regulation in Russia during the last 10 years. The research shows that the model of self-regulation chosen in Russia neither cuts the costs of regulation nor leads to the additional social gains comparing with the state regulation. The gap between self-regulation de jure and self-regulation de facto is one of the most serious problems. The author gives some policy advice on improvement of the self-regulation system in Russia.

Despite the sharp increase in criticism of the federal law “On placing orders for goods, works and services for state and municipal needs” is the only regulated, balanced and well-functioning part of the procurement process of budget organizations. The Federal Law No 94 without the fundamental changes can serve as a basis for establishing the Federal contracting system. FCC must be absorbed by the law on procurement and use as a base.

The article concludes on the need to more fully exploit the potential of different areas and forms of nanotech cooperation at all levels of the economic system, in particular through the cluster association. The most important organizing principles for creating clusters from the perspective of the development of nanotechnology are disclosed. Based on the findings made ​​in the article, a model of the Russian multiindustrial system using the cluster approach is considered.
